OK...The fuel filter switch to allow any water to drain out.. Do you open that with the engine running or off ??

Definitely off and the key off! The fuel system is under pressure and you would be pouring fuel out the drain line with it running or with just having the key on. Not to mention the chance of slipping and stuffing four hand into the fan or belt. I just changed my filter yesterday and tested the cap seal by turning on the key. Good thing I tested too. It wasn't fully sealed and would have spued fuel all over had I left it that way.
The only dumb question is the one you don't ask. If your like me this is your first diesel and your learning a lot of new things. This site is a good place to learn. Some very experienced gear-heads and some good old common sensers. Next time you have a question try the search feature. It will find streams related to your key word.
