Use a hand held vacuum pump and apply vacuum to the advance. the arm should pull into the housing and stay as long as there is vacuum. If you do not have a pump remove the advance or use a long piece of vacuum hose and connect it to another running engine and use its vacuum.

thanks,I checked and it seems to be working ok. The vacuum hose for the advance is connected to the intake.Shouldnt it be hooked to the carb?

Yes, usually the fitting in the bottom passenger side of the carb in front of the choke assembly. You will need to reset the timing with it unhooked. Try about 10 BTDC then hook it up and see how it acts. You may have a vacuum leak or the mixture screws on the bottom of the carb need to be backed out a little bit to correct the idle. I don't think that the vacuum advance will cause that.
