I was told tire chains can help in mud? wheter it's snowing or not. and if so, can the be used on all four tires?

Chains are a definite help in the mud. In years past, we had a 74 highboy that we used to haul firewood. We would take that truck down a hill into a bottom where we were cutting wood and we would then load the truck with a bit over 1 cord of wood. Without chains, there was no way that truck could get out of there. With chains, the truck could climb out of that hole with the load of wood in the bed and with a Chevy in tow.
When you use chains offroad, you need to be careful with wheelspin. It is real easy to sink the truck if you start spinning. This is because the chains will work like an excavator and they will dig a real nice hole for your tire if the wheel is spinning and the truck isn't moving.
