As you suggest you should be able to do better than 15mpg on a 99 (or any year). My 91 Explorer (4X4, 4.0L) does 17 on hard city, 19 combined and 22 hwy.
Start with the basic tune-up items (as suggested) including, air filter, PVC valve, tire pressure, oil & filter, plugs and plug wires (all easy maintenance items). If your throwing any CEL (codes) you may have emmisions issues that require further investigation (oxygen sensors, MAF sensors etc).
But...
The basics and a light foot should do the trick.
