Post 351 building for torque?

Ok, I've got an 81 F100 that I've got an 86 351w HO in.. I use it mainly for offroading, and currently my DD, although it won't be for much longer.. So I was wondering what my options were to give it more low end power? It's completely stock, except for a Holley 670 CFM Truck Avenger carb and headers.. Is there a different intake manifold, or other things that aren't gonna cost me an arm/leg to do to it?

Thanks.

a cam upgrade is gonna give your best results at this point. call comp cams and they will help pick the right setup for you. an aluminum intake would also help both in weight savings and hp increase. what size tires you running because gears may also be needed.

I'm running 36x15.5 tires right now. 9" rear, d44 front, at 4.56. I was planning on gearing it lower as well though. I was just curious as to what my options were for giving the engine itself more low end power.
