The third brake light is a two part assembly with a ballast and neon light assembly. Usually the ballast is the first to go. The ballast can be removed by taking off the top of the inside rear hatch panel. You only need to loosen the top connectors. The light assembly requires drilling out about six rivets holding in the decorative piece around the light. Parts are relatively expensive and can be purchased from your local Ford dealer or an on-line Ford parts vendor.
How do you know if you need to replace the assembly for the third brake light or just a fuse or something. My inspection failed, the 3rd brake light was out. I have a 97 Ford Explorer.
If you want to check the fuses, looking in my copy of the 1997 electrical troubleshooting manual:
The brake lights are all fed by a fuse (on the interior panel) #13 (15A) it then goes through the activator switch (@ pedal). The signal then goes out to the lights but on the way there it forks and passes through fuse #2 (7.5A) on the interior fuse panel before making its way to the high mount stop assembly.
So, if your other brake lights are working OK, then I would check fuse #2 on the inside panel (by the driver's side door).
