They are completely separate so the problem is multi-part. Speedo on an 82 should require no electricity save for the illumination. I'd be looking at cable first and the connections at the back of thew gauge and the side of the transmission.
The tach is fed through the dark green/yellow wire running from the electronic ignition module and into the printed circuit card in the dashboard. Don't know ANYTHING about the printed circuit or how to test it but someone might.
