I bought a 2004 F250 5.4 gas 6speed manual 4x4. I get about 12 or 13 mpg is that normal ? It seems a little low as my 1986 LTD with the 302 V8 get 18 to 20 with 255,000 miles ( no rebuilds)

Seems pretty normal. What LTD was it, Crown Vic or the smaller one? Either way, the your truck has quite a few pounds on it. And it is not the most aerodynamic vehicle on the road. You did not mention if this was in-town or highway or a combination of both. Pure highway driving will likely be up around 15mpg or so and pure in-town would likely be on the low side of 12-13. So, I'd say it sounds pretty average.
Do a search on this site for 'mileage', been covered extensively. You'll find many posts giving examples of claimed mpg.
Your mpg sounds about average or at least normal.
Seems to me that the auto industry is going in reverse as far as mpg is concerned. With all the claimed wonders of electronics and engines that many can't even begin to work on themselves, the little detail of increasing mpg has been put on the back shelf.
I too have owned numerous older Fords that preformed well and got mpg stats that were better than todays puny numbers. Ah, the old 1970, Galaxie 500, 351 Windsor, what a cruising machine.
