Joining The Chapter?

We have a chapter leader. . .but there is something wrong with the way the chapter works 
I have had numerous personal requests to join the chapter, and have sent 6 or more inquires to Admins to see if they can fix it. Supposedly they have tried different things, but none of them have worked. And it seems to be for just certain people, as I have had 7 join requests via the chapter link since I was made leader. Seeing as people are still having a problem with this, I'm going to open up a ticket with Tech support to see if they can fix this
