Try Milwaukee Map. I know we were able to get hunting maps for the Necedah Wildlife area several years ago. I am pretty sure they included pretty good detail. The problem is they are always creating new roads with logging. Not sure of the area you are looking at but check them.

We have always used the "Wisconsin Atlas & Gazetteer" published by DeLorme. It has all the topgraphical maps of the state. We use it when we are exploring in the Chequamegon National Forest. I also got one for Michigan including the UP. I found mine at Fleet Farm or Farm & Fleet. Their website is www.delorme.com.
