Driving lights should be wired in th engine compartment with a relay. The relay should be triggered by a dash mounted switch which gets it's power from the low beam lights.
The CB can be hooked to the fuse box by using a "fuse tap" which can be purchased at the parts store. I have also heard of guys hooking their CB's directly to the battery with a fuse, to help eliminate any interference from the truck's electrical system.
