coolant not reaching opperating temp.

92 F-150 300 6

never reaches operating temp with normal driving conditions. always stays between C and the lower bar before 'NORMAL". i dumped the thermo last night and it was closed when i pulled it out. i assume that it's not stuck open by that discovery. i havent put the new one in yet because i craked the water outlet when i put the new one back in. I assume i torqued the bolts a little too tight . one thing i have noticed is the fan is constanly spinning. shouldent the fan clutch stop the fan from spinning unless needed? that shouldent effect the temp however, since the thremo shouldent even be open at startup. any ideas?

If your old t-stat was opening too soon, then the new one should solve the problem. If not, you probably have a gauge/sending unit problem. A cooling system thermometer will tell you the actual coolant temp.
