When I said inoperative I meant the circuit is not functioning correctly, you would need to run the pinpoint tests to determine the exact cause. Sorry about the confusion, since it was flashing I didn't think it would be interpreted that way. Below is a listing of the PPT.

Just my opinion, but I would take it to the dealer. When it comes to airbags, that's something I don't mess with. And, I really don't think the warning lamp is shorted if it is flashing a code.

Thats what the code 27 means, see my previous post from the Ford manual.
