If you are getting vacuum at the modulator with the motor idling, replace the modulator. They are cheap and easy to install. I changed mine when it shifted quickly from first-to second-then third really fast. Saw instant results.
If you have no vacuum at the modulator, look for a damaged hose between the mod and the intake manifold. If you are not gettting vacuum at the manifold, you could have a plugged vacuum port.
