Timing Light Trouble-PLEASE HELP!

I just put in a new condensor and points.
I set the point gap at .016" for my v-8 239 flathead

Trouble is when I check the timing, the mark moves to the left and right of the pointer when I change the rpm. It moves about 1" to the right at 1500 rpm
at 550 rpm, its at the mark

whats going on??
I thought it should stay the same no matter the rpm

what am i doing wrong, or worse yet whats wrong with thte truck?

Thanks

Is there a vac advance on your truck, and is it plugged off to set the timing? That will affect your setting if it is not plugged. Golf tees and small bolts work great for this.
