that truck has had its axles converted from leaf springs to coil springs. The bars, if constructed and mounted correctly, give a better more consistant location of the rear axles.
Leaf springs, while cheap and easy to design into a vehicle, not only spring up and down, but flex a bit side to side. Often leaf spring suspensions include a watts link or at least a pan rod, keeping the swaying of the axle to a minimum.
