lets say for instance you drain the entire engine of oil, hpop empty, resevoir empty etc. You fill the engine back up with oil. My question is will the engine start if oil is not being pumped to the motor, say for instance the pickup tube isn't sealed.
No it should not start because your low volume oil pump feeds your HPOP and if the HPOP resevoir is empty the injectors will not inject fuel into the cylinders.

Thats good news though because the engine started.I was the 6th person to work on this truck at my school. i have another quick question. can the hpop cannot build pressure if the oil pressure sensor is removed while trying to start it?

Stop and think about what you are working with here. The HPOP is pumping oil and will continue to pump oil as long as it has a good supply. (Full reservoir) If the pressure sensor is removed from the head the oil will travel through the lines and out the hole. Lot's of oil flowing but no pressure. You must stop every leak to build pressure. (Put the pressure sensore back in it's hole.)
