Slow windshield wipers

Hi everyone! I hope someone else has run across this... When it's cold out, and I go to wipe my windshield, the wipers are REALLY slow - it takes like 6 seconds to wipe the window! After a couple times, it goes back to normal speed. Is this a sign of the wiper motor failing? I haven't replaced anything yet, I was hoping to get some insight first! Truck is a 91 Ranger 2.9.

The first time this happened to me it turned out to be the alternator. In fact it died when I was on the HWY and the truck ground to a halt almost causing an accident. Same thing, slow wipers then speeding up. As your truck has the same engine and almost the same year I would get it checked out, charge, voltage etc:
