I would say....probably so, all were options on the XLT in 83.
I know cause I ordered mine. The tilt wheel was a $110 MSRP item.
Nowadays vehicles come pretty loaded up, cause almost everybody wants them, but you had to build them up back then.

I think the only thing the XLT came with was the woodgrain and nicer seats rather than plain vinyl. All the other options were just options. You just see loaded up XLTs more than loaded base models, so you start to think all xlts had the goodies.
