Question rear spring hangers

hi every one, just got my 78 back after my mechanic stole it, got drunk, and parked sideways in the street in front of a local bar @ 12am last thursday! , the police were very understanding considering it was not registered, licensed, insured, or inspected at the time! anyway, i'm gonna build a flatbed for it. the older guy i bought the truck from must have fancied himself an apt welder 'cus there's a hitch tacked on that you could've hung a building from, diy by all means. over the years and i assume from excess welding there are holes about the size of a nickel on either side of the frame right behind where the leaf spring hangers attach. can i cut the frame flush with the hanger/bracket? i believe this will also take of the xmember, exposing the gas tank (rear tank only). should i move the tank, or just make the bed long enough to cover it? though i would'nt mind shortening it up a bit. thanks, for the great site guys!!

Leave the frame like it is unless you do a lot off-roading and need the clearance. I had the same situation with the homemade hitch and decided to leave the frame as is and just cut off the hitch.

thanks for the suggestions, but i need to get it inspected which requires no holes in the frame. a few respectable places i took it to caught it right off the bat, which led me to my wayward mechanic (i should have known better). i saw at Tractor Supply those auxillary fuel tanks for carrying fuel for equipment and was toying w/ the idea of removing the orig. tank and mounting a new one somewhere else, maybe up top behind the cab. got to make sure it's legal though, and work out some type of pump too. i guess i could also find a side tank and mount that, i assume it would fit, most 150's around have dual tanks, mine doesn't.
