Need Help Reassembling Manual Hub

I replaced the wheel bearings on both sides of my '82 F150 4wd.
Everything went together and works fine on the passenger side, but the twilight zone prevails on the drivers side.
First problem: When I set the specified torque on the inner locknut, the hub spins O.K., but when I put on the locking washer and tighten the outer locknut, the wheel tightens up again.
I finally backed off a little more on the inner locknut and repeated the procedure until the hub felt about right.
Second problem: The locking body is making a slight ratcheting sound with the hub unlocked. Just for experimentation, I took out the locking gear from the locking body and turned it inside-out (with the recessed cavity to the outside).
It now locks in and out O.K. without making noise, but I'm pretty sure the cavity in the gear should go to the inside against the spring.
I know my races are properly seated and have used the same procedure on both left & right hubs. Any Ideas???

Sounds like either the threads on the spindle or the inner locknut (or both)are sloppy causing the outer locknut to further preload the bearing.
I believe the cavity in the locking gear should face out, away from the spring!
If this gear is improperly installed, the inner gear will only make 1/2 contact with the drive gear. You can tell by looking at them closely. I have pulled apart several sets of hubs that have been reassembled with this gear installed backwards and observed the incorrect contact wear pattern!
When you repacked the bearings, did you pull off the spindles and also grease (or replace) the axle shaft bearing and seal? This is important because it keeps the axle in proper alignment with the hub and also seals water and dirt out of the hub!

I agree that there must be a little play in the locknuts for the bearings to tighten when the outer nut tightens up.
I looked carefully at the lock drive gear and noticed that the spring had marked the recessed side of the gear, meaning that for some time the gear was run with the recess to the inside, but I did push it into lock and observe that it was about 1/4 out of mesh. Maybe someone has had it this way for a long time.
I only have a Haynes manual and the picture isn't too clear, but I dont see a recess to the outside. So many years are covered, though, there may be several types.
...Will check it out further.

If you're running stock Ford hubs, they're fine for light duty wheeling, but the Warn replacement units are better, and cost roughly 170 bucks complete with the conversion kit.
