Breaking a front axleshaft on the D28 is pretty common. How much offroading does your dad do? What size tires? Locker or no? If he's got big tires on there, or does a lot of offroading, he might be better served to find a D35 from an Explorer or later model Ranger. Almost a bolt in swap for the D28 (Need to shorten the driveshaft and maybe a couple of other adjustments) and a lot stronger.
I don't readily know of a supplier for D28 axleshafts, but I'm sure they are available. Hopefully someone will post a supplier if you choose to stay with the D28.

will a dana 35 carrier bolt up to the dana 28 TBS or do you need to pull the complete front end out of the explorer

Without going into a long drawn out discussion, you get the entire TTB assembly from the Explorer -- not just the differential.

All the pivot points are supposed to be the same I believe and the radius arms the same length so it should bolt right in, I think. I did a D44 TTB and it was a pain in the butt. I got some info off the rangerstation that was incorrect, and built some beautiful stout drop brackets that were improperly spaced and had to redo them. Had to fine tune forever to get the axle centered on the b2 and have the slip joint work properly. Oh and Yukon makes oem replacement axles but their catalog didn't say anything about stronger axles, but they can probably make you a set. I'd give randys ring and pinion www.ring-pinion.com a call. They hooked me up with some 5.13s for my D44ttb.

Well gang I lucked out and picked up a set out of a 94 Explorer. Good shape with about 100k miles on them. The rear is the limited slip and they only cost me $200 for the set.
