Is it the one with the auto volume? My '01 has the auto volume and works similiar. It does not get so low that I cannot hear it and the volume must be set correct to hear it at all levels of outside noise. I like the way mine works. If not the auto volume, them it may have some odd wiring problem.

I found a setting of 3 on the speed sensitive volume control keeps the volume at the same relative sound level from around town to freeway speeds.
Once you get it tuned to your preference I think you'll find other vehicles without it annoying.
