help needed with Explorer tailgate

We have a 93 Eddie Bauer Explorer. The tailgate will not open. The upper window opens fine, but cannot get the rear lift gate to open at all. Any suggestions?

Sounds like your gonna have to take the back plastic pannel off from the inside and manually pull the release rods running to each latch. Once you get the pannel off you'll find out your problem.
