I doubt there will be a chip for something that far back. Most those chips are for OBD2 computers and some OBD1, but a chip doesn't make internals changes that make the power in an engine.
Anyway, what goes for a v8 goes for a 2.3L as well, in a smaller sense, of course.
Cam, valve job, port/polish the head (stock head = lousy air flow), find a factory 2.3L header if not on your engine, but if you've tuned the engine to run with no exhaust (from what you say = doubtful), go that way instead. Higher compression pistons will help, too. Compression can be bumped to about 10.0:1 and you might get by with maybe mid-grade juice. 2.7L stroker kit from Esslinger or Racer Walsh (I forget which) helps, too. Maybe by late next year, I can strut that 2.7L kit with the spare 2.3L I've got now.....
Otherwise, speed costs money, how fast can you spend???
