i just bought a 99 sd with a psd it has 424725 miles on it. if it sits over night you need to use strarting fluid to start it. is it a glo plug problem or injector problem.

424,725 miles omg lol thats alotta miles especially for a 99 model truck what exactly are u having problems with? please be more specific. check fuel pump and started. then distributors.
you have to crank it for 20 to 30 sec and then when it starts it idels rough. once it is warmed up it runs ok. a trucking comp. had it and used it to hall truck tires all over.
With that many miles I would check the glow plugs first. It's too easy not too. Just unplug the wiring harness at the cylinder head. Get a test light and connect the grounding clip to the positive side of the battery and touch the two outer, larger connectors on each side of the plug. A good plug will allow the test light to ground through the glow plug and light the test light. No light = bad plug.
Highboyman - Also check the glow plug relay - Ford Part# F81Z-12B533-AC
It is the one located under the plastic cover (top of motor) next to the fuel filter and the firewall. Just had to change mine. As soon as the temps start to drop
it would take 3 to 4 times to start. when it would finally start - would blow white smoke. I have 99,000 miles on mine - These relays are a common problem, but easy to replace. Good Luck
My truck is also a Late 99 DRW and when it hit 340,000 it started doing the same thing your truck is doing. I had a few problems. I had three glow plugs that were bad, and once I changed them out I thought that was the fix because it started up fine and drove fine all day long then the next morning it would not start again. So once again I checked the entire glow plug circuit and found it to be cycling correctly. I scanned the ECM for codes and couldn’t find anything. Performed an injector buzz test and with the scan tool and it resulted with no issues. So I decided to pull both valve covers to see if the injectors were oiling while it was cranking and what I found was that four of them were not. So here is the funny part once I could get the truck started with some help from WD40 the truck would not miss while under acceleration but when idling those four injectors where oiling very little compared to the others but since it did not miss I was reluctant to change them and also was not convince that was the problem. Well I ended up changing them out and never had a problem since. Hope this helps you.

Were all four not oiling on one side or were they scattered randomly around the engine? I don't want to alarm you but if they were all on one side I suspect a problem with the HPOP. I believe the HPOP has two channels, one for each cylinder head. If one side is going low at cranking rpm that would explain the no oiling from the injectors. I know that you replaced them and now no problem, but your description and diagnosis made me think of this. A lot of us buy the HX hose to balance the pressure between the heads to smooth out the idle, but even without the HX hose you should get good oiling to all eight injectors.

I forgot to mention during troubleshooting I had an extra ICP laying around so I installed it in the passenger head and made a wiring harness for it to plug into the stock wiring so that I could see the HPOP pressure of one head at a time during cranking with my scan tool all was good. I also installed the HX hose post all this work and love it.

i had 4 bad glow plugs 2 on each side. replaced all of them. it starts good now. the only prob.now is it runs rough for about 15 min.could this be injectors?

Possibly, but I am more suspicious of worn out injector wiring harness's under the valve cover. And fried conductors inside the plugs on the outside. From what I hear and have found out first hand knowledge with my own truck - they need to be checked periodically. Mine were rubbing on the push rod and the plug had fallen halfway off on the inside. Were your's showing any wear while you had the valve cover off to do the glow plugs?
