Help with '98 Codes

I have a 98 Ranger 3.0 V6, uisng my SCMT in diagnostic code I get the following codes P0401, P0402 and my check engine light is on. The book that came with the SCMT states P0401 = "Exhaust Gas Recirculation Flow Insuff Detected" and P0402 = "Exhaust Gas recirculation Excessive detected" Either the engine can't make up its mind or a sensor is going. I would appreciate any help, 1) If these codes are correct and 2) what might be the trouble? :-X12

I use the SCMT to tune my 01 PSD X.
