starving for fuel
My husbands truck is starving for fuel, but not all the time. When we watch the fuel filter, it will be full one minute and then it will empty out. Then sometimes you will be watching it and it will seems to bubble and fill up part of the way and then empty. It does this at different times, whether the engine is hot or cold. HELP!!!!

He has replaced just about everything. Fuel lines, fuel pump even added an extra electronic fuel pump. Checked the carb. He has been working on this problem for several months. Drove it yesterday and still the same thing. 
This time, he thought that it was an air leak where the connection is on the fuel line. Repaired it but no go, the same thing happened. 
HELP!!!

Chased down a intermitent starvation problem myself recently.
78 351m with a Motorcraft 2150.
Float was hanging up in the full bowl position, keeping the needle seated and not allowing enough fuel in to run over 60 mph. Would idle fine.
Polished up the brass rod that the float pivots on and removed the spring that keeps the float from bouncing.
