Q = I'm fairly sure this is actually a zero, indicating the 1960 model year.
R indicates the assembly plant, though I don't know which one R is.
34113 is the serial number.
W.B. is the wheelbase in inches.
F-350: self-explanatory.
Date: 15C means it was built (or at least scheduled to be built) on the 15th day of the third month, a.k.a. March 15, 1960.
Trans and Axle are self-explanatory, except I don't know what your particular codes mean.

'R' in the vin is San Jose, CA
Tranny 'F' is 4 spd Warner T-98A
Axle '07' is 5.14:1 ratio
DSO by '63 was called Domestic Special Order and I have the following info about these:
"Trucks built to DSO have the order number and the District Code number of the district which ordered the unit stamped in this space. If the truck is a regular production unit, only the District Code will appear."
42 must be the order number and 72 is the district code for San Jose.
