There is a difference and you don't want him to walk on account of a technicality,do you.

Dennis this happened during the summer. the window was 35 bucks. not a big deal. i just wanna make sure it doesn't happen again. i know the kid and i think he realized but i still wanna teach him a lesson if possible. im not gonna sue him or w/e. id need that next parent stuff and since theres no ahrd evidence it wouldn't stand anyways and the court fees will be more than the 35 bucks so im not gonna do anything. small claim court isn't worth it. i just finished in my law class so i know a little about sueing ect. not worth it for this case

Ask him how he would feel if you smash the window of his car when he gets one. Let him know you won't tell anybody if he stops, but if he continues, you will be watching him and make sure he pays for his crimes.
Let him know you have taken that law class, but don't be spicific on what your knowledge is. Be compassionate, but firm. This kid probably has lousy parents, and that's why he's like this. Probably gets no attention unless he pulls stupid crap like this. His parents aren't gonna do anything about it. He is not gonna respect you as an authorithy figure, but maybe as a peer. See if you can be a friend instead of an enemy.
If that doesn't work, kick his a$$!

This is an area in which I have mucho experience in. What finally worked was the video-tape. If you want to really screw him up, use the tape as evidence and file a civil suit against the parents. His parents will then have to explain it to their insurance agent, and they will never mess with you again. Plus you'll get the truck fixed, which is what you really want. Oh, and DON'T give the cops the tape until you duplicate it, they WILL lose it. Just tell the cop to you have a tape for the prosecutor, and get a numbered police report that states you have a tape. Also, the best tape used as evidence is the one that shows the correct date and time also.
