Do you know the year of the engine? What color are the valve covers? Thunderbird valve covers by themselves mean nothing as the FE engine series was called Thunderbird dating back to the introduction of the engine. The Thunderbird valve covers were used from 1962 (I think) to 1964. Before that they said "FORD". After 1964 the design was changed. From 1960 to 1963 the "X" code Galaxie 352 had a 2 bbl carb and was rated at 220 hp. In 1964 the "X" code Galaxie 352 had a 4 bbl carb and was rated at 250 hp. The very early hi-po 352 of 1960 ("Y" code) had a 4 bbl carb and 360 hp. There was also a standard "Y" code 352 in 1960 with a 4 bbl carb and 300 hp. Don't know about anything after 1964.
Well ill try to pick up after 64 here, but all I know is in 65 the X code was a 352 4v rated at 250 hp. In 66 the 352 was rated at 250 hp again and was an X code. A 300 hp 352 would have to be a 1960 or earlier engine I do believe. Btw do you know for a fact its a 352?
Chrome valve covers were available as an option and are no help in determining the age. The only way to tell engine size would be to measure the bore and stroke and that would still not tell you the HP rating. A hi-po engine would have a Holley carb on an aluminum intake manifold. The hi-po's also used cast iron shorty headers.
