I suspect that the line you went on has multiple phones. When you had your dedicated modem line, the two wires that your computer used went directly to the phone company box outside. When you switched to just one pair to run phone and internet the modem was faced with with multiple splices in the line. This will cause a little signal loss and the modem will make up for it by slowing down to make sure it gets all the packets.
Check to make sure the phone line is clean and your not hearing static. My main phone line only has static when it rains so my dialup speeds were all over the place. Also, the connection speed number is only a handshake, and actual connection speeds will fluctuate during the course of the call, so it could start slow and get faster or vice versa.
If I lived in civilization it would be a no brainer.
Only other option is satelite and it is 1K for the equipment and 65 bucks a month.

I feel that, man. Satellite Internet prices are ridiculous. I live out in the country too. The reason for your connection loss could be the actual phone line. If you live in rural are, the phone line will have multiple digital/analog conversions. This limits your speed to v.34 (26.4, 28.8, 33.6). I know, it sucks
