Swinging fuel meter

Swinging fuel meter
The truck: 92 Explorer, 4.0L V6, 217,000 miles, AUTO.
With the engine on I noticed the fuel meter swing from about 1/8 to full and then later settle back to 1/8. The last time I saw the truck do this was years ago. It may be doing it more without my seeing it.
Is this a sign of the sender in the tank failing or something under the dash.
How easy is it to replace the transmitter/float in the tank. I know the tank has to be dropped.
I had a 85 Cougar that had the fuel meter go bad. Is this another Ford problem?
Thanks,
Reg
