getting close to fuel problem

Hi All,
1990 E250
351
duel tanks

After spending some time checking electrical Im leaning towards fuel problem.
turn ignition to run external pump hums and only will shut off when ignition is shut off.

Changed fuel relay,external pump, eec relay.fuel filter. Disconected fuel line coming out of tank switching unit turned key to run and get a fuel flow from either tank when I switch the toggle switch back to rear and switch toggle to front tank.

pulled fuel line coming out of external high pressure pump turned key on got strong flow of gas.pulled fuel line coming out of new filter strong flow. Next stop for the fuel train is up to my fuel pressure regulator.

I have stopped at this point but I did pull off vacuum hose to regulator and found NO gas filling it.

Noticed a strange thing thou when I unscrew the shrader valve cap some fuel leaks out not much I would think that the valve core would prevent that.I am going to get a new shraeder core.

If I have to change the fuel pressure regulator do you know what size allen wrench which I think it is metric.
Thanks in advance for any sugestions other than taking this van to the crusher (which has crossed my mind.)

forgot to mention I have gotten this van to run in the past but when it sits for any lengh of time like over nite I am back to the same problem. This start and not start is the real mistery but havent been able to start it in a week.Also I checked my oil sending unit out and seems ok the pumps pump so I dont think it is the oil pressure.
