I have a 7.3 psd that won`t start on an incline. I let it roll back until level ground and it starts. the truck is a 1997 F-350

I have the same year and model and have had the problem whenever the tank(s) get low on fuel. Are the tank(s) filled? Does it make a difference as to which direction the incline is, front facing downhill or vice-versa?

A little clarification, please. Does it matter which way the truck is facing on the hill, facing uphill or downhill? This is really just a guess, but I'd check the HPOP reservoir on the front of the engine, on top. If you're starting to leak down a little, I guess it would be possible to notice it first when the truck is on a hill.

The truck has to be facing up hill and the tanks(fuel) are full. is there a check valve to keep oil pressure at the HPOP?

Remove the engine cover, and you'll see a gold rectangular tank on the front of the engine, on top, on the driver's side. That's the HPOP. There's a plug on top of it. The oil level should be at the top. After parking the truck on a hill facing the "bad way", check the oil level before starting. If it's low, top it off with fresh oil, replace the plug, and give 'er a rip. If she starts right up, I think you're onto something, eh?
