Speed governing in E-350...Help!!!

I am trying to limit the speed on an '05 E-350 cutaway 6.0L down to 20-30 mph. Does anyone know if I have any options other than finding someone to write a custom program? Thanks

That's logical that no one makes a programmer for the vans, at least not until van drags become popular. This cutaway will be a power car for a tram/people mover, thus I can't have it going above 20-30 mph. I know there are many companies out there that use the E-350 cab/chassis for this purpose with speed governors on them. Do you have any ideas as to how I can pull this off through the computer? Thanks for the help.
