Transmission Cooler?

The other day I was fiddling underneath my truck and saw what looked like a transmission cooler. I have a 5 speed manual on my 2000SD. I was under the impression that only automatics have transmission coolers? Is this for my transmission or is it a cooler for something else?

if its near the bottom of the radiator in the front, visable through the small opening in the lower part of the bumper, it is the power steering fluid cooler
