My son had a similar problem with his volkswagon fox. It turned out someone had put the wrong bulbs in the sockets. THey had put single element bulbs in double element sockets. when one of the two circuits was activated (either turn signal or parking lights) the single element bulb would short both circuits and cause strange problems. It sound like you have one bulb on the left side that is wrong.

How long have you owned the truck?
Did they work fine last week and now this just started?
I can guess two things off the top of my head.
1. Your turn signal switch in the colunm is cracked. This can happen when a column bearing fails and the turn signal switch moves and is ground up by truning the staering wheel. this is usually apparent and obvious when it happens.
2. You have a trailer wiring harness that is spliced into your rear harness that has been pinched and is short circuiting your taillights and turn signals.

i got the truck painted about a month ago and the guy took the bed off and any way it worked fine before then. does any body know wherei can get a left bed skin for my truck because i put it in to a concret pos on the way to school this morning and the side oof the bed is tore out
