Wipers will not work reliably

My Friend has a 89 f250 diesel, the wipers wipe once in a while. I bypassed the wiper delay completely, (Switch was replaced before) tried a different motor, no luck. seems like a circuit breaker, but I can't find one in the system. Haynes manual shows one in the fuse block, but it is not there. Anyone help??
Thanks in Advance.

I think the breaker is either in the switch or the motor, we have 2 an '88 and a '90 that do that, they will work for a bit then stop for a few seconds etc. I fixed one by driving 20 miles in a huge storm with them on high, that was the '88, they weren't going full speed till I was almost to where i was going. They have been fine since. They seem to be weak motors in those trucks.

Thanks 351m, We tried another ground on the motor, and that helped. We'll see what happens in a storm. Thanks again.

what the problem is , is the WCM (wiper control module) it is a little black box located directly above your emergency brake, right behind the light switch. It only has 2 bolts holding it on,pull it out and take the cover off and their is a circuit board inside.Chances are some of the soldering has cracked from the vibration of the truck and from when you release the emergency brake. Its usually where the diodes are soldered in. Take a magnifying glass and look very closely for a small crack around the soldering. This part is 120.00 at the dealer. I had the same problem that you described and this was the fix, also fixed my dads ford the same way. All i did was just resoldered all of the connections that was easy to get to .............Goodluck
