Waiting Time
Depends on the the type of paint and whether or not a hardener was used.
As far hand washing goes, you just need to wait long enough for the paint to get hard. If the paint is still soft, it would be easy to damage (scratch, & etc.) the finish. For a non-hardened acrylic enamel (AE), I would probably wait at least a couple of weeks.
Waxing is a different issue. Although the paint may be hard, it is still outgassing solvents for some time. If you wax too early, the solvents can be trapped, causing damage to the finish. Personally, I give all my paint jobs 120 days before I wax. That is probably overkill in some cases but better safe than sorry.
