No, its more likely you have a short, partial open or bad connection at the main wiring harness junction on the firewall, driver's side, or on the other side going to the dash panel. With the engine running, wiggle the wires and see if you can replicate the problem, then narrow down to individual wire(s). A wiring schematic would assist by knowing what color wires to look for.

Yeah definately sounds like a short. Because you mention the amp guage doing it as well as the gas guage I would say around the dash somewhere there is a short, but, for the gas gauge, you may also, as a last resort, want to check the sending unit wires and maybe the unit itself, I would try other things first because to check the sending unit you have to drop the tank, and that is not fun. My car has a similar prob. gas guage goes to empty whenever, and sticks at full when you fill it up, seems to be fixed when you slam on the brakes hard, but does it again after a while....
