It's an airbag failure code. Check to see if the horn is not working and also the cruise. If all three are not working the clockspring needs to be replaced.

Check for the correct size fuse for the horn and cruise control first.
The reason for the coded flashing light may mean there is no Air bag - thats what the problem was with mine - a piece of black electrical tape wroks nicely to cover the flashing light.
Clockspring is a coiled wire (hence clockspring) under the steering wheel cover and below the airbag. Allows steering wheel to turn while maintaining electrical contact with those features on the wheel, horn, airbag and cruise control. Early 90's models prone to failure, common problem. Fix is relatively simple if done properly. Get a Chilton manual for detailed explanation.
