I have, but it looks like you painted over wallpaper. Sometimes you can just peel it off. Most of the time it won't and renting a steamer and a few tools is the easy way. Once you get it off, if it's been textured, a light sanding will knock down the old glue. Then you can go ahead and paint. I'm pretty good at hanging wallpaper. I'll never do it in my own house again, because I hate removing it when the pattern goes out of style, (like the 6" bright orange and yellew daisies that used to adorn one room here - since the 70').
Wallpaper does not always come off easy. We gave up using steamers many years ago because they often will damage the drywall paper underneath. A scoring tool, hot water (maybe with some DIF mixed in) and a scraper is the best way to go. But, if you must paint over it, the way to do it is to paint the paper with an oil primer such as Kilz (or shellac, like BIN), then skim-coat the seams with drywall joint compound so that they don't show. Then top-coat with whatever paint you want.
Just get some wallpaper remover like DIF and spray it on there. If it is the paper type it will soak right in and with a little elbow grease comes right off. If it is vinyl type of paper you will need a scoring tool. Just score it, spray it, scrap it. After either scenario you will need to prep the wall a little. I have removed numerous wallpapered rooms and painted. So its not to hard just time consuming.
