Can't speak on all the nit-picky details for the 2nd gen Explorers, but, in general, in order to get it to go into 4L, the following conditions have to be met:
1) T-case already in 4H
2) foot on brake
3) vehicle stopped (technically it says below like 5mph, but at that point with your foot on the brake you just as well stop completely)
4) transmissionin N (P doesn't even work, it must be N)
If all of the above conditions are met, then the problem is usually a dirty shift motor
Don't know about 4x4 hi, It's always been in 4x4 auto. Any time I shift from auto, no dash lite indicators, or a feeling of a shift. Went to the ford Dlr, wanted $90.00 to look at it, not in the bank acct. at this time.
So it's a '95 or '96 where you have 2WD, 4Auto, and 4Lo options. In this case 4Auto is the equivalent of 4H. In this case, if 4auto isn't working, then it's not going to go into 4L.
Pete I worked on an 02 Exploder yesterday with the same problem. It turned out that the 4x4 Control Module was dead. It's located behind the glove box. There are a couple fuses for it so I would check those first. If they are ok it will probably have to be hooked up to a scan tool to be diagnosed properly.
Thank's for the tip. If I had a book, it is possible that I could have traced to that point. I don't think having the 4x4 hi indicator lite in the dash, not working, would cause or add to the problem. Off to pull the clove box, will let you know what I find.
There's a certain procedure to switch to 4x4 Low as mentioned above. Are you sure you tried it as it shows in the manual first? I know before I read it, I thought my 4x4 Low was broke.
