Water pump bolt leaks

While the heads are off my 289, I looked at the engine water ports etc. It appears that the lower bolt hole on the left bank of the engine (the long one that holds the alternator bracket) the lower screw next to the water port hole for the water pump, goes into the water port? Is this normal? It looks like the casing around the bolt inside the water port is missing. The bolt will screw in the block fine and has plenty of threads to grab. It looks like the antifreeze leaks out of the bolt. When tightened down. it stops leaking. What can I do, or should I just leave it and will this hurt the engine?

put sealant on the bolt when you install it and you'll be fine

I thought of that and putting teflon tape on the treads. Another option was to lock tight a treaded rod there and then use a nut on the end. I'll try the sealant and see what happens. It's a critical area because that's the bolt the hold the lower alternator bracket and upper bracket on. Maybe I'm just stressing? LOL.. Thanks for the info.
