I have a 95 Windstar that has had an intermittent starting problem. It began happening just once in awhile so my husband replaced the fuel filter and it started everytime for 3 weeks. After that period it started only once in awhile, after turning the key if you paused you could hear two clicks and a slight whir sound (if you heard these sounds it would start if you didnt it wouldnt) Husband replaced ignition. Still the same problem. It has been in 2 shops, their equipment will not communicate with the ecm. Ecm was replaced, shop says all wires have been checked but still nothing. Please please I am getting desperate. I have 3 more payments left and nothing to drive and no one seems to know what is wrong.
Sounds like you may have a bad ecm relay, or corroded connections at the relay bank. It may also be a ground problem. I know some of the trucks have a little ground wire coming off the battery that gets corroded, and this ground wire is for the computer.
The ecm relay is what powers the computer and it's sensors. Once the computer gets power, then it energizes the fuel pump relay, which is the whirring sound you are hearing.
I had this same problem, here is what you can do to check (besides hearing the fuel pump prime that is the sound you heard) when you turn the key to the on position the check engine light will come on. This means the ECM is getting power if it isn't coming on then you have what sounds like the same situation as I did. Three mechanics later I found an awesome mechanic at the dealer that pinpointed it in no time.
The problem I had was on a Ranger and it was that of the ECM ground screw was not making a good ground. On the Ranger it is near the battery and it is two wires that bolt against the fender by the ABS motor. I hope this leads you in the right direction.
