For the past 2-3 weeks, my 2001 Ranger (2.3 engine) has occasionally surged (engine seems to race) when I slow down for a stop / have my foot off the accelerator and clutch is in. I've checked the throttle linkage and can't find a bind or any obvious location where it might be sticking. When I called the Ford dealer (vehicle still under original 3-year warranty), they suggested that I have the fuel injectors cleaned and a new fuel filter installed - for $200. What would that have to do with solving the surging problem? Sounds like Ford just wants to make some easy cash! Any suggestions or other areas to check that might be causing the problem?
Well, for starters my owners manual calls for a fuel filter at 60K on a 4.0 so I'd expect yours to be the about the same. Clogging fuel filters tend to cause performance problems at high revs (not your case). Also, you haven't hit the end of your warranty. As for the injectors, remind the service department that the vehicle is under warranty, injectors affect emissions, and that Ford is responsible for the rig passing emissions for 5 years/50K (note: I've heard that this has been raised) so at any rate that service department need to get to work and quit trying to pass the buck.
If they refuse, your options are to try another dealer or call a Ford zone rep and fill him in on the problem and tell him you expect it fixed under warranty. There are a number of things that may cause the problem; you checked the first obvious one. The service department should now check for codes.

Thanks for the advice. The book calls for a new fuel filter at 30K - which I reach in a month or two. The surging problem is really intermittent - I just returned from a three day trip to Norfolk (it didn't surge once). If it acts up again, I'll try the emissions approach with the dealer.
