3% Hold back??

3% Hold back??

I've heard about the 3% hold back that the dealer gets.. Is this for every type of vehicle?? Is it 3% of MSRP or Invoice & does it cover add-ons if the vehicle is ordered?? I didn't know if that was a good bargining chip when the dealer says "I'm not making anything on this vehicle if I sell it for invoice"..
