What size engine? I'm sure you slap a big'ole blower in top of it and delevope that kind of horse power. Hell, if you through enough money at the sky is the limit to what you can do.
So you could start by giving everyone here your budget, what sort of use the truck is going to see, what work (if any) has already been done, etc, etc...
Also, are you talking 400 HP at the flywheel or the rear wheels?
One thing I CAN guarentee is that it either WON'T be cheap!!

400HP? If you have the 5.4, start with a supercharger. Low-restriction exhaust, headers, and intake would also help. Maybe a chip?
400HP shouldn't be undoable, but the supercharger will set you back about $4000, and 400 HP ain't that fast in this heavy of a truck.
