Do you have an electronic or vacum cruise control? Also, this may or may not be your problem, but my dad had asked me to fix his cruise control on his 93 f-150, and after many hours of t/s, and trying to find a nonexistant relay funder the dash for an electronic cruise, I discovered that the fuse under the hood for the back up lights was also the same fuse for the cruise control, even though the owners manual said different. The diesel may be different, but hopefully this gives you somewhere to start.
